
Restrictive Intermediate Punishment
In 2001 the Pennsylvania Commission on Sentencing received funding from the Pennsylvania Commission on Crime and Delinquency to conduct an evaluation of Restrictive Intermediate Punishment sentences involving substance abuse treatment. The study was conducted by Professors John Kramer and Jeffery Ulmer of Penn State University as part of a research partnership with the Commission. Phase I of the project, which was an examination of the shifts in sentencing from incarceration to RIP programs, was completed in December 2002. Phase II of the project, which was a recidivism study of offenders’ sentences to RIP programs, was completed in December 2006.
