Pennsylvania Commission on Sentencing

Matthew Kleiman, Ph.D., is the Executive Director of the Pennsylvania Commission on Sentencing and a Clinical Professor of Criminology at The Pennsylvania State University. As executive director he is the Chief Executive Officer of the Commission, responsible for coordinating the use of the Commission’s resources, including data collection and analysis, research and evaluation, education and outreach, and policy development and implementation, to support and improve Pennsylvania’s criminal justice system and promote better outcomes. He serves as a statutory or appointed member on various Pennsylvania boards and commissions, including the Pennsylvania Commission on Crime and Delinquency, the Pennsylvania Justice Network Steering Committee, the Indigent Defense Advisory Committee, and the Parole Homicide Review Committee. He also currently serves as the Vice President of the National Association of Sentencing Commissions.

Prior to joining the Commission, Dr. Kleiman worked for close to two decades at the National Center for State Courts (NCSC) where he worked with judges, prosecutors, public defenders, probation departments, and court staff throughout the United States and across the world. While at NCSC, he focused on the development of resource assessment models, strategic planning, program evaluation, the implementation of court specific performance measures, and improving the rule of law, including projects in Bulgaria, Canada, Kosovo, Serbia, Tunisia, and the West Bank. He holds a doctorate in political science from Michigan State University.
