Pennsylvania’s Justice Reinvestment Initiative (Acts 114 and 115 of 2019) requires the Pennsylvania Commission on Crime and Delinquency’s (PCCD) County Adult Probation and Parole Advisory Committee to develop a funding plan for county adult probation and parole departments that address three sources of funding: county intermediate punishment program funding, discretionary grants, and a funding formula (grant-in-aid). The Committee is required to consider numerous factors in developing the funding formula, including: 1) a county’s full submission of data to the Pennsylvania Commission on Sentencing; and 2) the Sentencing Commission’s certification of a county’s compliance with guidelines and with a county’s current intermediate punishment plan for imposing restrictive conditions. Only counties certified as compliant are eligible to receive county intermediate punishment program funding.
